UPAYA MENINGKATKAN PERAN DYNAMIC POSITIONING OPERATOR (DPO) DALAM MENGOPERASIKAN KAPAL OFFSHORE SUPPLY VESSEL (OSV) DENGAN DYNAMIC POSITIONING SYSTEM

Dynamic position on board of a ship is a system which controlled by a computer that automatically determine ship’s position using the mechanism of propeller, thruster and position center combined with angina and motion sensor that than give those information to the computer. The result will not only show the ship’s position but also the weather that influence it. In operating the Dynamic Positioning System, a master helped by a deck officer who had Dynٰamic Positioning or Dynamic Positioning operator certificate. Only a Dynamic Positioning Operator that operated the Dynamic Positioning equipment. To become a Dynamic Positioning Operator, she/he had to gone through Dynamic Positioning Basic or introduction course and Dynamic Positioning Advance or simulator course. All the required documents for Dynamic Positioning Operator called Dynamic Positioning log. After all the requirements are fulfill the Dynamic Positioning log is sent to London to be processed and registered for the Dynamic Positioning Operator certification. The role of a Dynamic Positioning Operator is very important in operating the Dynamic Positioning System as well as the maintenance the availability of the spare part on board of the vessel. Based on the report, most vessels’ accidents were because of human factor or human error. This become a prove that in order to smoothen work on board of vessel is not only about the condition of the vessel but also the conditional of the equipment, officers/ crews on board, work etiquette also if it is being reversed, it will increase the accident risk. Because working on board of a vessel, especially rig’s supply vessels are hard work as well as challenging, high risk also dangerous. But as long as we stick to the standard operational procedures all will end well.

Dynamic Position (DP) pada sebuah kapal adalah merupakan sistem pengendalian komputer yang dapat mengatur posisi kapal secara otomatis dengan menggunakan mekanisme baling-baling, thruster, sensor posisi yang dikombinasikan dengan sensor angina dan sensor gerak yang memberikan informasi pada komputer yang berhubungan langsung dengan posisi kapal dan keadaan cuaca yang mempengaruhinya. Untuk pengoperasian DP Sistem tersebut, nakhoda dibantu oleh perwira kapal yang telah memiliki sertifikat DP atau DPO. Setiap pengoperasian DP system, tidak terlepas dari peran DP Operator (DPO) karena hanya DPO yang berhak dan berkewajiban mengoperasikan Peralatan DP tersebut. Untuk bisa menjadi seorang DPO, harus mengikuti proses pelatihan yaitu DP Basic atau Induction Course dan DP Advance atau Simulator Course, setelah semua persyaratan dilengkapi, buku DP atau DP Log tersebut di kirimkan ke Nautical Institute di London untuk di proses dan di daftarkan untuk mendapatkan pengukuhan sertifikat sebagai DPO. Peran DPO terhadap pengoperasian peralatan Dynamic Positioning System sangat penting seperti halnya perawatan dan tersedianya suku cadang di atas kapal. Berdasarkan hasil laporan diketahui bahwa jumlah terbesar penyebab terjadinya kecelakaan di laut adalah karena faktor manusia (human error). Disini membuktikan bahwa tidak hanya kondisi kapal yang baik tetapi kelengkapan peralatan, jumlah awak kapal yang cukup, disiplin, dan ketrampilan awak kapal mempelancar pekerjaan. Bila sebaliknya, maka dapat menimbulkan resiko kecelakaan kerja yang tinggi, karena bekerja diatas kapal pada umumnya, dan pada kapal-kapal supply dilokasi pengeboran pada khususnya merupakan bentuk kerja keras yang penuh dengan tantangan dan resiko yang besar serta berbahaya, namun jika semua pekerjaan sesuai dengan prosedur kerja yang baik maka hal-hal tersebut dapat dicegah.
