Strategi Manajemen Lalu Lintas Kapal Melalui Vessel Traffic Service Di Pelabuhan Tanjung Emas Semarang

This study aims to analyze ship traffic management strategies through Vessel Traffic Service at Tanjung Emas Port Semarang. The increasing activity of maritime transportation and ship traffic density requires an effective navigation monitoring system to support shipping safety and port operational efficiency. This research employed a qualitative approach with a descriptive method. Data were collected through observation, interviews, documentation, and literature studies involving VTS operators, harbor authorities, ship pilots, and port management personnel. The results indicate that ship traffic monitoring strategies are implemented through real-time vessel monitoring using radar and Automatic Identification System (AIS), navigation channel management, inter-agency coordination, and navigational information services for vessels. The study also identified several challenges in VTS implementation, including radar system interference, limited digital integration, communication constraints, and limited technical human resources. Strategies to improve VTS effectiveness include modernization of navigation equipment, development of integrated information systems, enhancement of operator competencies, and implementation of smart port concepts. The novelty of this research lies in its analysis of VTS management strategies integrating technological, operational coordination, and integrated ship traffic management aspects at Tanjung Emas Port Semarang
