TUKS is a crucial element in the national logistics chain, whose operations are highly dependent on the legal framework stipulated in the PKS, covering aspects of maritime safety, security, and environmental protection (Angkasa & Darmawan, 2024). The method used is qualitative document analysis (PKS) to identify primary quality variables: Regulatory Compliance and Partnership Sustainability. The analysis results show that the PKS serves as a quality instrument that obligates TUKS operators to meet minimum operational standards. The proposed model is the "Compliance-Driven Quality Management (CDQM)" which places the fulfillment of rights and obligations within the PKS as the primary indicator of quality performance. CDQM emphasizes (1) Requirement Alignment (PKS, Laws, PM), (2) Quality Processes based on PKS Milestones, and (3) Quality Review Mechanisms (Addendum/Dispute Resolution Clauses) (Hidayat et al., 2025). The implementation of this model is expected to improve TUKS operational efficiency and ensure maritime safety and security in port waters.
2026-03-13T00:00:00+07:00Copyright (c) 2026 https://jurnal.unimar-amni.ac.id/index.php/JSTM/article/view/497PENGARUH WAKTU TEMPUH DAN KUALITAS LAYANAN TERHADAP KEPUASAN PENGGUNA TRANSPORTASI LAUT DI PELABUHAN BATAM2026-01-23T10:18:14+07:00Gradina Nur Fauziahgradina.nur.f@pipmakassar.ac.idMuhammad IKHSANIhsan230102@gmail.com
This study investigates how passenger satisfaction in marine transportation at Batam Port is impacted by trip time and service quality. The North Natuna Sea is often the site of various threats to Indonesia's maritime sovereignty, including territorial violations by foreign vessels, illegal fishing, and unauthorized survey and exploration activities. These threats require a rapid, precise, and coordinated defense response to maintain regional stability. The Indonesian Navy (TNI AL) implements an adaptive defense strategy, utilizing routine patrols using warships and reconnaissance aircraft, technology-based surveillance such as radar and Vessel Monitoring System (VMS), and inter-agency coordination. This approach ensures that any incidents of violations can be detected early and responded to effectively. Qualitative analysis shows that the effectiveness of the TNI AL's defense depends on personnel readiness, strategic planning, and the involvement of coastal communities. The physical presence of the TNI AL in the waters, combined with scheduled patrols and rapid response, has a preventive effect on illegal activities. English has been established as the international working language through the Standard Marine Communication Phrases (SMCP) issued by the International Maritime Organization (IMO, 2002). Although English language competence has become part of the crew selection process at manning agencies, studies specifically examining how recruiters perceive this competence within the selection process remain considerably limited. This study aims to analyze the perceptions of recruiters at PT TOS Indonesia toward English language competence as a determining factor in the ship crew recruitment process. A qualitative descriptive approach was employed, with data collected through semi-structured interviews, direct observation, and company documentation. Data analysis was conducted using the interactive model of Miles and Huberman. The findings reveal that recruiters perceive English language competence as the principal determinant in crew selection, rather than a mere administrative requirement. Assessments were conducted situationally through four core indicators: the ability to comprehend work instructions in English, oral communication skills (speaking), proficiency in maritime terminology (Maritime English), and the ability to articulate operational reports contextually. Data showed that only 45.85% of 868 applicants passed the English selection stage. A 1–4 scoring rubric was applied to maintain objectivity, affirming that English language competence is an integral component of occupational safety within international maritime operations.
2026-03-30T00:00:00+07:00Copyright (c) 2026 https://jurnal.unimar-amni.ac.id/index.php/JSTM/article/view/499IMPLENTASI MANAJEMEN WAKTU DAN KEHIDUPAN BERASRAMA TERHADAP KEDISIPLIAN TARUNA DALAM DINAS JAGA2026-03-14T12:08:19+07:00Elfira Wirzaelfira@gmail.comMuhammad Hasan AL-Banaalbahzhen76@gmail.com
This study was motivated by the importance of discipline among cadets while performing guard duty in a maritime vocational education environment, where time management and dormitory conditions are considered dominant factors influencing disciplinary behavior. The main objective of this study was to evaluate the extent to which time management and dormitory conditions contribute to the level of discipline among cadets while performing guard duty at the West Sumatra Maritime Polytechnic. This study uses an explanatory method with a quantitative approach. All cadets were included in the population, while sampling was conducted randomly to obtain 100 respondents. The main data were collected through a structured questionnaire and analyzed using multiple linear regression, accompanied by validity and reliability tests, F-tests, t-tests, and coefficient of determination analysis. The findings show that time management has a positive and significant effect on cadet discipline, with a regression coefficient of 0.195 and a significance of 0.035. In addition, the dormitory environment also has a significant positive effect, with a regression coefficient of 0.241 and a significance of 0.000. The F test results show a significance of 0.000, indicating that both independent variables simultaneously affect cadet discipline. The adjusted R² value of 0.971 indicates that 97% of the variation in cadet discipline is explained by these two factors, while the remaining 3% is influenced by other factors outside the model. The practical implication is that strengthening time management training and dormitory guidance is very important in shaping cadet discipline.
2026-03-30T00:00:00+07:00Copyright (c) 2026 https://jurnal.unimar-amni.ac.id/index.php/JSTM/article/view/611PENGARUH DIGITALISASI PELAYANAN MELALUI SISTEM INAPORTNET TERHADAP KINERJA OPERASIONAL KAPAL DI PELABUHAN SIWA2026-03-14T11:19:58+07:00Janny Adriani Djarijanny@gmail.comIndah Indah Nurhidayatiindah@gmail.comEmi Fitriaemifitria96.ef@gmail.com
As a maritime country, Indonesia requires an efficient and integrated port service system to support smooth ship operations and inter-island connectivity. Along with technological developments, the Ministry of Transportation, through the Directorate General of Sea Transportation, has implemented the Inaportnet system as an integrated electronic service for ship clearance processes. However, in its implementation at Siwa Port, the Inaportnet system still faces various technical and non-technical constraints that may affect ship operational performance. Therefore, this study aims to analyse the effect of the implementation of the Inaportnet system on ship operational performance at Siwa Port, particularly in relation to arrival clearance, port stay, and departure clearance. This study employed a quantitative method with an associative approach, with the population and sample consisting of 20 respondents who are directly involved in ship operations and the use of the Inaportnet system at Siwa Port. Data were collected through Likert-scale questionnaires that had been tested for validity and reliability and were analysed using simple linear regression analysis with SPSS version 26. The results indicate that the data are normally distributed and exhibit a linear relationship between variables. The regression analysis and hypothesis testing demonstrate that the implementation of the Inaportnet system has a positive and significant effect on ship operational performance, with a strong level of contribution. Nevertheless, the optimisation of the Inaportnet system implementation still requires support in terms of human resource readiness, the availability of supporting facilities and infrastructure, and system stability.

Keywords: Inaportnet, Ship Operational Performance, Port Services, Siwa Port.
2026-03-30T00:00:00+07:00Copyright (c) 2026 https://jurnal.unimar-amni.ac.id/index.php/JSTM/article/view/380CARA HUMAN RESOURCES DEVELOPMENT (HRD) MEREKRUT DAN MENYELEKSI CREW KAPAL OFFSHORE PADA PT.
